New Vatican Document on Papal Primacy

VATICAN (CWNews.com) -- The Vatican today released a 9-page document, signed by Cardinal Joseph Ratzinger (subsequently Pope Benedict XVI) explaining Papal primacy as a guarantee against arbitrary judgments, and an assurance of the Church's unity and "fidelity to the Word of God."

The new Vatican document picks up the theme of a theological symposium on the Papacy which was held in December 1996. The proceedings of that symposium will soon be published by Librairie Editrice Vaticana. Cardinal Ratzinger explained that the document released today summarizes "the essential points of Catholic doctrine on the primacy."

The question of Papal primacy has crucial implications for ecumenical progress, as Pope John Paul II acknowledged in his 1995 encyclical Ut Unum Sint, in which he called for new reflections on how the Papacy could be exercised in ways that would encourage ecumenical progress while preserving its essential role.

The Vatican document points out that the primacy of Peter can be traced directly to the Gospel, and the Christ's command. Thus "the primacy is different, in its essence and its exercise, from the roles of government in human society," the Ratzinger document explains. The Pope's role is not one of coordinating affairs, nor is it merely a place of honor. Rather, "The Successor to Peter is the rock which, against all arbitrariness and conformism, is the guarantee of a rigorous fidelity to the Word of God." The document goes on the emphasize that this fidelity must be preserved even to the point of martyrdom.

The document also reaffirms that it is only the Pope-- or the Pope with an ecumenical council-- who can make a final judgment on how the Papal ministry should be exercised. On the other hand, it notes that the Papal primacy is not a matter of absolute power, since the Pope, like Peter, makes his decisions in a collegial setting, after consulting with the bishops of the world. Against that background, the document suggests that all Christians should pray for a favorable resolution of the discussion on papal primacy-- a resolution that would allow Church unity and the exercise of Papal primacy as Christ intended it.

Cardinal Ratzinger, the prefect of the Congregation for the Doctrine of the Faith, signed the new document along with the secretary of that dicastery, Bishop Tarcisio Bertone.

The formal accomplishment of this today was the exchange of signatures in the historic Palace of St. John Lateran by two noteworthy plenipotentiaries, Cardinal Gasparri for Pope Pius XI and Premier Mussolini for King Victor Emmanuel III.

In affixing the autographs to the memorable document healing the wound which has festered since 1870, extreme cordiality was displayed on both sides. The Cardinal Secretary of State warmly welcomed the Premier to the old Papal residence, while Mussolini showed particular attention to the venerable prelate by bidding him sit while the text of the accord was read.

Gasparri Leaves Sick Bed to Sign Document
Cardinal Gasparri left his bed, where he had been confined by grip since Saturday and braved the chilly and sunless weather in order that he might attend the ceremony which was the crowning act of his entire diplomatic career. Premier Mussolini did all he could to soften the rigors of the physical ordeal.

Just as the signatories were wielding the gold quill pen the chimes of St. John Lateran pealed out as if for Christmas midnight and a throng of theological students grouped in the courtyard below broke into the strains of a te deum. - We thank thee, Oh God, Make safe thy People, Oh Lord! and bless thy heirs and rule over them and extol them forever."

To this the Fascist blackshirt militia, personal bodyguard of the Premier, responding with a rousing
-Eja, Eja, Eja Alula!" for the Pope, the Premier and the King.

Proclamation of the Roman Republic (1798)

" .... way to Paris to thank the French Republic for her protection."

General Berthier published the following proclamation on entering Rome:-

"The Roman People are restored to their rights of sovereignty by proclaiming their independence, by assuming the Government of Ancient Rome, and by constituting the Roman Republic. The General in Chief of the French Army in Italy declares, in the name of the French Republic, that he acknowledges the independent Roman Republic, and that it is under the special protection of the French arms. The General in Chief also acknowledges, in the name of the French Republic, the provisional Government chosen by the Roman People.

All temporal authorities proceeding from the Pope are therefore suppressed, and shall exercise no functions whatever. The General in Chief shall make every disposition necessary to secure the independence of the Roman People, and to perfect the organization of their Government, in order that their new laws may be founded on the basis of Liberty and Equality. He will adopt every measure calculated to promote the happiness of the Romans. The French General Cervoni is charged with the direction of the Police, and providing for the security of the City of Rome, and also with the installation of the new Government. The Roman Republic acknowledged by the French Republic, comprehends all the territory which remained under the temporal authority of the Pope after the Treay of Campo Formio."
